China Port Association

China Port Association (hereinafter referred to as “Association”) is a national non-profit social organization registered and established in July 1993 with the Ministry of Civil Affairs under the concern of the leaders of the State Council at that time, submitted by the Port Office of the State Council and approved by the Port Leading Group of the State Council (the first national member congress was held in May 1994). The General Administration of Customs is the main industry management department of the Association, and the State Port Management Office is the guiding unit.
Since its establishment, the association has been highly valued by state leaders. Li Peng, then Premier of the State Council, Li Lanqing, Vice Premier of the State Council, Tian Jiyun, Vice Chairman of the Standing Committee of the National People’s Congress, etc. wrote inscriptions for the association respectively to encourage the association to play its role and actively contribute to the development of ports. Wu Yi, then alternate member of the Political Bureau of the CPC Central Committee and State Councilor, sent a letter congratulating the Association on convening the second member congress and writing a preface to the Yearbook of China Ports.
The branches (representatives) established by the Association include: Port Science and Technology Application Branch, Financial Service Branch,”Belt and Road” Central Asian Countries Cooperation Branch, Bulk Commodity Service Branch, Free Trade Port Branch, Guangdong-Hong Kong-Macao Greater Bay Area Branch, Huaihe River Basin Branch, Shanghai Office and Port Expert Committee. Members of the association cover global shipping, railway transportation, logistics and warehousing, ports, airports, international trade, production and processing, high-end manufacturing, financial services, IT services and other industries.
The Association adheres to the service tenet of “serving government departments and relevant enterprises and institutions, serving effective supervision and civilized efficiency of ports, and serving to promote international economic trade and international exchanges”, and strives to play the role of bridge link and advisory assistant to provide port policy research, industry standard formulation, international exchange and cooperation, information editing and training services for governments at all levels and enterprises and institutions nationwide to assist the high-quality development of ports.
The Association is committed to continuously improving its influence, problem-solving ability, service ability and innovation ability, further emancipating its mind, exploring innovation, improving the interaction and cooperation mechanism among the government, associations and enterprises, and providing two-way services to the government and enterprises. Major achievements in recent years include:
Ignite the intelligent engine to serve the needs of port development. The Association insists on actively serving the country’s major strategies and the overall layout of opening up, and organizes industry experts and scholars to participate in research, evaluation and subject research. First, carry out research on key topics. The implementation of multi-disciplinary, multi-field, multi-department joint research, has successively completed the “comparative study of Chinese and foreign port management system,””port innovation development research,””China’s port foreign trade single window construction status and development suggestions” and other topics, to provide a basis for government departments to make decisions. The second is to undertake the preparation of major strategic plans and research and evaluation work. Organize relevant departments of ports and domestic and foreign enterprises to participate in investigation and research on port opening layout, optimizing port business environment and promoting cross-border trade facilitation; undertake the preparation of port development plan during the 10th Five-Year Plan, and provide forward-looking action program and implementation path for high-quality development of ports; Undertake comprehensive performance evaluation of ports, evaluation of special actions for cross-border trade facilitation, mid-term evaluation of ports related to the 14th Five-Year Plan, and provide data support and trend analysis for evaluating the effectiveness of port development and construction, implementing port classification and construction of demonstration ports. Third, assist the development of local ports. Provide professional services for local governments around port planning, construction and management, and have completed nearly 20 research reports successively; actively offer suggestions and suggestions at “Hainan Free Trade Port Three-Year Construction Scheme Evaluation Meeting” and “Guizhou Province Waterless Port Export-oriented Economic Industry Development Seminar”; reach in-depth strategic cooperation with Sanya City Investment Promotion Bureau; We will carry out in-depth cooperation with port offices in Shanghai, Shaanxi, Hunan and other provinces and cities to provide strong support for the strategic layout of economic development of local ports.
Adhere to two-way efforts to play the role of government-enterprise bridge. The Association further enhanced its service awareness and service innovation ability, and played an active role in liaising with government and enterprises, strengthening service and supervision, etc. First, strengthen the interpretation of policy propaganda. We will provide policy interpretation, information release and other services for port-related units by using association magazines, websites, Yearbooks and other platforms; hold policy lectures nationwide, invite business backbones and experts to give lectures and answer questions, promote policy implementation and boost enterprise development. The second is to set up a platform for government-enterprise docking and exchange. The Council or Standing Council shall be held every year, dialogue mechanism shall be established with relevant departments and bureaus of the General Administration of Customs and local port offices, enterprises shall be organized to participate in government-enterprise research symposiums, special activities shall be organized regularly, experience exchange and discussion shall be promoted, and port coordination and connection shall be strengthened. Third, promote industry standardization and integrated development. Organize the compilation of the White Paper on the Application of Smart Port Block Chain to provide practical materials and schemes for government departments to promote the construction of smart ports; provide recommendation and application of national patent awards for member units to improve the quality and efficiency of enterprise products and services; conduct in-depth local and in-depth enterprise research and investigation to promote the healthy and stable development of the industry.
Strengthen personnel training measures and strengthen the construction of talent team. The Association constantly explores and improves the system of talent cultivation, development and guarantee, and accelerates the formation of a training mechanism conducive to talent growth. First, meet the talent training needs of the port system. Cooperate with the National Port Office to hold national port business training classes in Jinan and Xiamen to consolidate the talent base for deepening and promoting the high-quality development of ports; set up a team of experts and lecturers in the field of ports and foreign trade, hold special training classes to help enterprises understand policies in time and make good use of policies; and hold online public welfare training to provide important platform support for talent cultivation. The second is to introduce a talent exchange and training mechanism. By seconding professional backbones of member units and introducing interns from colleges and universities, the research force has been expanded to reserve and train reserve forces for ports. Third, deepen the mode of “introducing wisdom and cultivating wisdom”. Through project cooperation, based on the principle of “three considerations”, high-quality talents with global vision and familiar with international prevailing rules will be introduced to provide high-level intellectual support for the healthy development of ports and related industries.
Build a high-end exchange platform to promote port sharing and co-construction. The Association is committed to building a high-end exchange platform at domestic and foreign ports. Since 2016, it has held and co-organized more than 20 forum activities, providing win-win cooperation opportunities for all parties and promoting resource sharing and mutual benefit. Firstly, it held the “Smart Port Construction Technology Exchange and Observation Meeting” jointly with the Intelligent Building Branch of China Construction Association in Zhuhai; secondly, it held the “Silk Road International Cooperation Summit” jointly with Beijing Airport International Technology Research Institute, which became one of the important forums of China International Trade in Services Fair and has been successfully held for five times so far; Third, the “Mayor Forum of China Border Port Cities” has been held successfully for 13 sessions among member cities by 2020. Fourthly, jointly held “China Customs Development Conference” with Customs Declaration Association, Inspection and Quarantine Association and Two District Association. The conference has been successfully held for four times so far, which is a top event in customs industry and an important platform for customs enterprise exchange. Fifthly, as the organizer, the “China Port Economic Development Conference” was successfully held in Yibin, Sichuan Province. The forum was hosted by the Ministry of Communications and the People’s Government of Sichuan Province, providing important reference for policy formulation and practice innovation of national port economy.
Strengthen the internal construction of the association and improve the operation service level. The association carries out self-innovation and lays a solid foundation for high-quality development. First, strengthen system construction and standardize internal management. We will improve the organizational structure and work flow, standardize the system management of party building, personnel and finance, and make the operation of the association smoother and more flexible. The second is to broaden the service field and expand the membership scale. Eight branches (representatives) have been set up successively, including the Port Science and Technology Application Branch, the Financial Service Branch and the “Belt and Road” Central Asian Countries Cooperation Branch, which have played an active role in promoting the standardized and orderly development of the industry and strengthening the communication and cooperation between local governments and member enterprises around their respective functions. Third, enhance innovation ability and expand social influence. Revise China Ports magazine, compile China Ports Yearbook and China International Trade Single Window Yearbook, assist the State Administration of Ports in compiling National Port Distribution Map and China Port Atlas, further publicize port information and development achievements, and provide theoretical and data support for professional research.
