introduction
At present, the great changes that have not occurred in the world in a hundred years are accelerating, the international power contrast is deeply adjusted, and the momentum of the global South is growing, playing an increasingly important role in the cause of human progress. At the same time, the momentum of world economic growth is insufficient, local conflicts and turbulence occur frequently, unilateral bullying undermines international peace and security, and human society faces unprecedented challenges.
China has built a well-off society in an all-round way, achieved the goal of its first century of struggle, and is comprehensively promoting the construction of a powerful country and the great cause of national rejuvenation with China-style modernization. China firmly pursues an independent foreign policy of peace, practices the common values of all mankind, implements the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, further promotes high-quality joint construction of the Belt and Road Initiative, advocates equal and orderly world multipolarization and inclusive economic globalization, and promotes the construction of a community of human destiny.
As a developing country and a member of the global South, China has always shared the same breath and destiny with the global South, including Latin America and the Caribbean. In recent years, President Xi Jinping of China has put forward a series of major initiatives and measures to strengthen China-Latin America relations and cooperation in various fields, giving China-Latin America relations a new era connotation. The China government has issued the third Policy Paper on China’s Policy towards Latin America and the Caribbean, which aims to sum up experience, look forward to the future, comprehensively elaborate China’s policy towards Latin America and push China-Latin America relations and cooperation in various fields to a new level.
FIRST
Latin America and the Caribbean–a land of life and hope
Latin America and the Caribbean are an important part of the global South and an important force in maintaining world peace and stability and promoting global development and prosperity. In recent years, Latin American and Caribbean countries have actively explored development paths in line with their national conditions, promoted unity and self-improvement, participated in global governance, and continuously increased their international influence.
Latin America and the Caribbean, as a whole, have a glorious tradition of independence, self-reliance and unity. They have good prospects for development and are an indispensable force in the process of world multipolarization and economic globalization.

Flourishing China-Latin America Relations
Although China is far away from Latin America and the Caribbean, friendly exchanges between the two peoples go back to ancient times. At the beginning of the founding of New China in 1949, China and Latin America mainly engaged in non-governmental exchanges. After the 1960s, with the establishment of diplomatic relations between New China and some Latin American and Caribbean countries, China-Latin America exchanges and cooperation have become closer and closer, supporting each other in safeguarding national sovereignty, independence and national dignity. After several generations of continuous struggle, China-Latin America friendship has become increasingly popular.
In 2008, the China government issued its first policy document on Latin America, proposing to establish a comprehensive cooperative partnership between China and Latin America based on equality, mutual benefit and common development. In 2014, leaders of China and Latin America met in Brasilia and jointly established the above-mentioned relationship orientation.
In 2016, the China government issued the second policy document on Latin America and the Caribbean, proposing that China is committed to building a new “five-in-one” pattern of China-Latin America relations and pushing China-Latin America comprehensive cooperative partnership to a new level.
In recent years, under the guidance of the diplomatic strategy of the head of state, China-Latin America relations have entered a new stage of equality, mutual benefit, innovation, openness and benefiting the people, setting a model for South-South cooperation. China-Latin America has become a community of destiny working hand in hand. Its bright background is equal treatment, its strong driving force is mutual benefit and win-win, its character is open and inclusive, its fundamental pursuit is to benefit the people, and it has vigorous vitality and broad development prospects.

Jointly Promote the “Five Major Projects” of Building China-Latin America Destiny Community
China is willing to join hands with Latin America to promote the “five major projects” of unity, development, civilization, peace and popular support, seek common development and revitalization, and jointly write a new chapter in building a community of destiny between China and Latin America.
I. Solidarity Project
(i) High-level exchanges
Give full play to the political leading role of the head of state diplomacy, maintain exchanges of visits between leaders of China and Latin America and contacts on international multilateral occasions, strengthen exchanges of experiences in governance and modernization, and strengthen communication on bilateral relations and major issues of common concern.
(ii) Mutual support for each other’s core interests and major concerns
The one-China principle is an important political foundation and prerequisite for the development of relations between China and other countries in the world. The China Government appreciates the adherence of the overwhelming majority of Latin American and Caribbean countries to the one-China principle, recognizes that there is only one China in the world, Taiwan is an inalienable part of China territory, and the Government of the People’s Republic of China is the sole legitimate government representing the whole of China. It opposes “Taiwan independence” in any form and supports the China Government in safeguarding national sovereignty and territorial integrity and realizing national reunification. China is willing to establish and develop state-to-state relations with Latin American and Caribbean countries on the basis of the one-China principle.
China is willing to deepen strategic mutual trust with Latin American and Caribbean countries that have diplomatic relations, continue to understand and support each other on issues involving core interests and major concerns such as national sovereignty, security and territorial integrity, continue to support each other in following a development path that suits their national conditions, and oppose hegemonism and power politics.
(iii) Intergovernmental dialogue and consultation mechanisms
Give full play to the role of the High-level Coordination and Cooperation Committee, High-level Mixed Committee, Intergovernmental Standing Committee, Strategic Dialogue, Political Consultation, Economic and Trade Mixed Committee, High-level Working Group, Free Trade Committee and Science and Technology Mixed Committee, further improve the intergovernmental dialogue and consultation mechanism between China and Latin America, and promote intergovernmental dialogue and cooperation.
(4) Legislative exchanges
the NPC of China is ready to give full play to that role of high-level exchange and exchanges between special committee, friendship groups and offices on the basis of mutual respect, deepen understanding and developing cooperation, and strengthen friendly exchanges at multiple levels and through multiple channels with parliaments of Latin American and Caribbean countries and regional and subregional parliamentary organizations.
(5) Political party contacts
the CPC of China is ready to strengthen exchange and cooperation with political parties and organization of Latin American and Caribbean countries on that basis of the principles of independence, complete equality, mutual respect and non-interference in each other’s internal affair, and invite officials from political parties of member states of the community of Latin American and Caribbean states (CELAC) to visit China to further enhance mutual understanding and trust.
(vi) Implementation of global governance initiatives
China is willing to work with Latin America to adhere to the concept of global governance based on mutual consultation, co-construction and sharing, implement global governance initiatives, firmly safeguard the international system with the United Nations at its core, deepen exchanges and cooperation in international institutions such as the United Nations and other international occasions, enhance the representation and voice of the global South, promote the construction of a more just and reasonable global governance system, and work together towards a community of human destiny. China supports Latin American and Caribbean countries in playing a greater role in international affairs.
(VII) Promoting the reform of the global economic governance system
We will strengthen coordination and cooperation between China and Latin America in international economic and financial organizations and mechanisms such as the G-20, APEC, BRICS, the International Monetary Fund, the World Bank, the Bank for International Settlements, the Financial Stability Board and the Basel Committee on Banking Supervision, strengthen cooperation within the framework of the multilateral trading system with the World Trade Organization at the core, actively implement the outcomes of previous WTO ministerial conferences, and promote necessary WTO reforms. Better safeguard the development rights and interests and development space of developing members. Promoting economic integration in the Asia-Pacific region. Call on the international community to continue to promote global economic governance reform, improve and perfect global economic and financial rules, further promote the reform of IMF quota and governance structure, and increase the representation of emerging market countries and developing countries. Firmly safeguard international fairness and justice, safeguard the multilateral trading system, oppose unilateral bullying, safeguard the stability of global industrial chain supply chain, oppose “decoupling and breaking chain” and “starting a new stove”, safeguard the international environment of open cooperation, and promote economic globalization to develop in the right direction.
(8) China-Latin America overall cooperation
China supports the integration process in Latin America and the Caribbean, attaches great importance to developing relations with CELAC, and is willing to work with Latin America to adhere to the principles of respect, equality, pluralism, mutual benefit, cooperation, openness, inclusiveness and non-conditionality, and actively promote cooperation in various fields under the framework of the China-CELAC Forum. Adhere to action-oriented, give full play to the ministerial meeting of the forum, the dialogue between China and CELAC “Troika” foreign ministers, the meeting of national coordinators and other mechanisms, make good use of the secretariat of the forum network, organize and continuously enrich sub-forum activities in various fields, encourage active participation from all walks of life on both sides, constantly improve the mechanism construction of CELAC, and hold summits attended by leaders of China and CELAC member states when conditions are ripe.
China welcomes the active participation of relevant regional organizations and multilateral institutions in Latin America and the Caribbean in China-Latin America overall cooperation, and will give necessary consideration to the needs of the least developed countries, landlocked developing countries and small island developing States in Latin America and the Caribbean in overall cooperation.
(9) Tripartite cooperation
China-Latin America relations are not aimed at, excluded from or subject to any third party. They are not only in line with the fundamental interests of both sides, but also in line with the trend of the times of world peace, development, cooperation and win-win.
China is ready to carry out trilateral development cooperation with relevant extraterritorial countries and international organizations under the principle of proposal, consent and leadership of Latin American and Caribbean countries, in line with the principle of mutual respect and giving full play to their complementary advantages.
China encourages China enterprises and relevant parties to carry out tripartite cooperation in economic, social and cultural fields in Latin American and Caribbean countries on the basis of commercial principles.
II. Development projects
(i) Implementation of global development initiatives
China is willing to deepen cooperation with Latin American and Caribbean countries under the framework of the Global Development Initiative, continue to share opportunities for China-style modernization, accelerate the implementation of the UN 2030 Agenda for Sustainable Development and promote common development.
(II) High-quality co-construction of “One Belt and One Road”
China welcomes more Latin American and Caribbean countries to join the high-quality “the belt and road initiative” family of international cooperation. It is willing to build a country together with the region to uphold the principle of mutual consultation and sharing and the concept of openness, green and integrity, strengthen the docking of development strategies, actively promote cooperation in various fields, jointly ensure the safe and smooth progress of cooperation projects, strive to achieve high standards, benefit people’s livelihood and sustainability, and jointly realize the modernization of a world of peaceful development, mutually beneficial cooperation and common prosperity. Help promote the construction of human destiny community.
(iii) Trade and investment cooperation
Deepen bilateral trade potential, promote trade between China and Latin American and Caribbean countries in characteristic advantageous commodities, high value-added products and technology-intensive products, and strengthen cooperation in service trade and digital trade. Based on the principle of mutual benefit, explore with Latin American and Caribbean countries the establishment of long-term stable trade relations and discuss various trade facilitation arrangements, including free trade agreements. We are pleased to see the expansion of bilateral trade, and welcome Latin America to participate in the China International Import Expo, China Import and Export Fair, China International Fair for Trade in Services, China International Consumer Goods Fair, China International Fair for Investment and Trade, China International Supply Chain Promotion Expo, China International Industrial Expo, China International Small and Medium Enterprises Fair, World Manufacturing Conference and other activities encourage and support Chinese companies to actively participate in relevant international and regional exhibitions in Latin America and the Caribbean. Properly handle trade frictions and promote the healthy and balanced development and structural diversification of China-Latin America trade.
China is willing to work with Latin American and Caribbean countries to make good use of the economic and trade cooperation mechanism and continue to hold relevant activities such as China-Latin America Industrial Investment Cooperation Forum, China-Latin America Entrepreneurs Summit, China-Latin America Investment and Cooperation High-level Forum, China-Caribbean Economic and Trade Cooperation Forum, China-Latin America Private Economic Cooperation Forum or Promotion Conference. To provide a fair, open and non-discriminatory business environment for Chinese and Latin American enterprises to invest and operate in each other’s countries. Negotiate and sign more agreements on investment protection and avoidance of double taxation with Latin America to create a good environment and favorable conditions for investment cooperation between enterprises.
Adhere to the principles of enterprise-led, market operation, justice and benefit, and win-win cooperation, support China enterprises to invest in Latin American and Caribbean countries and promote local employment. Promote China’s high-quality production capacity and superior equipment to meet the needs of Latin American and Caribbean countries, and help Latin American and Caribbean countries in need to improve their independent and sustainable development capabilities.
(iv) Financial cooperation
Support China financial institutions to strengthen business exchanges and cooperation with Latin American and Caribbean countries, regions and international financial institutions, and further optimize the construction of outlets in Latin America. Strengthen dialogue and cooperation between the central banks of China and Latin America and financial regulatory authorities, expand cross-border local currency settlement, discuss RMB clearing arrangements, and steadily promote monetary cooperation such as local currency swaps. In accordance with the principles of marketization and rule of law, explore and carry out “panda debt” cooperation. On the basis of bilateral financial cooperation, give full play to the role of China-Latin America Cooperation Fund, preferential loans, special infrastructure loans, China-Latin America Capacity Cooperation Investment Fund and relevant financing arrangements between China and the Caribbean, actively explore cooperation forms such as insurance and financial leasing, continuously expand cooperation with regional financial institutions in Latin America and the Caribbean, and support cooperation in key areas and major projects between the two sides.
(v) Energy and Resources Cooperation
China is willing to expand and deepen cooperation in the whole industry chain of energy development and utilization between China and Latin America in line with the principle of win-win cooperation and sustainable development, further expand cooperation in traditional energy fields such as oil and natural gas, strengthen cooperation in clean energy such as hydropower, solar energy, wind energy and hydrogen energy, deepen cooperation in the peaceful use of nuclear energy, and strengthen green development and utilization of mineral resources in all links. China is willing to actively explore with Latin American and Caribbean countries the establishment of mechanisms for long-term supply of energy and resources products, pricing in local currency and settlement, so as to reduce the impact of external economic and financial risks.
(vi) Infrastructure cooperation
Strengthen technical consultation, construction, equipment manufacturing and operation management cooperation between the two sides in traditional fields such as transportation, commerce and logistics, storage facilities, information and communication technology, energy and power, water conservancy engineering, housing and urban construction, as well as emerging fields such as renewable energy, smart transportation, digital infrastructure and smart city. Encourage and support powerful China enterprises and financial institutions to actively participate in infrastructure planning and construction in Latin American and Caribbean countries, promote regional connectivity, and continuously enable regional economic growth and sustainable development. Continue to hold China-Latin America Infrastructure Cooperation Forum.
(7) Manufacturing cooperation
Strengthen industrial development strategy docking and industrial policy exchange, deepen cooperation in raw materials, consumer goods, equipment manufacturing, green and low-carbon industries, industrial chain supply chain, industrial parks and other fields, promote intelligent, digital and green development of China-Latin America industries, promote the construction of closer China-Latin America industrial chain supply chain partnership, and actively negotiate and sign industrial chain supply chain cooperation documents. Continue to hold high-level seminars on China-Latin America industrial cooperation. Strengthen policy exchanges on SME development, guide SME development, and assist Latin American and Caribbean countries in industrial upgrading.
(viii) Agricultural cooperation
We will improve agricultural cooperation mechanisms, encourage enterprises of both sides to actively carry out agricultural trade, promote exchanges and cooperation between China and Latin America in agricultural science and technology and personnel training, deepen cooperation in livestock and poultry breeding, forestry, fisheries and aquaculture, strengthen public policies and market information exchange on food security between the two sides, and encourage exchanges and cooperation with relevant institutions in Latin American and Caribbean countries on targeted food nutrition quality and postpartum impairment technology to jointly promote food security. We will improve and continue to build agricultural technology demonstration projects, promote the development and demonstration of modern agricultural technologies, and enhance agricultural technological innovation, agricultural production and processing capabilities and international competitiveness of both sides. Support scientific research cooperation in biological breeding and other fields, and support the construction of China-Latin America Sustainable Food Innovation Center. Agricultural enterprises from Latin American and Caribbean countries are welcome to participate in exhibitions such as China International Agricultural Products Fair and China Grain Trade Conference. Continue to hold China-Latin America Agriculture Ministers Forum.
(9) Scientific and technological innovation
Strengthen the construction of intergovernmental scientific and technological innovation cooperation mechanisms and continue to run the China-Latin America Science and Technology Innovation Forum well. We will actively explore ways to expand cooperation between China and Latin America in high-tech fields such as information technology, artificial intelligence, aerospace, new energy, new materials, biomedicine and integrated circuits, and further implement the China-Latin America Science and Technology Partnership Program. We will promote exchanges between researchers and promote the implementation of the exchange program for young scientists. Latin American scientists and technicians are encouraged to actively participate in the “International Youth Program” and “Technical Training Course for Developing Countries”. Support young scientists from Latin American and Caribbean countries to conduct short-term scientific research in China. We will explore the co-construction of joint laboratories, research and development centers or high-tech parks, support universities, innovative enterprises and research institutions of both sides to carry out exchanges and cooperation, and promote joint research and development. Support the China-Latin America Technology Transfer Center to play a role in promoting the improvement of scientific research capabilities and the transformation of scientific and technological achievements, and welcome Latin America to rely on the Center to carry out practical cooperation on applicable technology promotion and advanced technology demonstration.
Support the China-Latin America Sustainable Food Innovation Center to build a high-level cooperation platform for agricultural science and technology between China and Latin America, promote the progress of agricultural science and technology between China and Latin America, and jointly address global common challenges such as food security. We welcome Latin America to use the Center as a platform to carry out practical cooperation in agricultural science and technology fields such as biological breeding.
China is willing to carry out dialogue and cooperation with Latin America in the field of artificial intelligence, jointly implement the Global Artificial Intelligence Governance Initiative, the Artificial Intelligence Capacity Building Inclusive Plan and the Artificial Intelligence Global Governance Action Plan, and work together to promote the development and governance of global artificial intelligence.
(x) Space cooperation
We will actively explore cooperation between China and Latin America in communications and remote sensing satellites, satellite data applications, space infrastructure, space education and training, jointly promote the application of space technology in disaster prevention and mitigation, agricultural and forestry monitoring, climate change and other fields, give full play to the driving role of space technology in the scientific, technological and industrial development of Latin American and Caribbean countries, and promote sustainable development in science, technology and economy.
Welcome Latin American and Caribbean countries to use Beidou satellite navigation system, support the joint holding of China-Latin America Beidou Cooperation Forum, explore the co-construction of China-Latin America Beidou Application Cooperation Development Center, and deepen cooperation in Beidou application field.
Latin American and Caribbean countries are welcome to actively participate in China’s manned space project and China’s lunar and deep space exploration missions, carry out space science and applications and cooperate with the International Lunar Research Station. Continue to hold China-Latin America Space Cooperation Forum.
(xi) Maritime cooperation
Deepen practical cooperation between China and Latin America in marine science and technology, marine ecological protection and restoration, marine observation and forecasting, disaster prevention and mitigation, blue economy, polar scientific research and logistics support, and promote the development of China-Latin America marine cause. Deepen cooperation and exchanges between China and Latin America in international and regional fisheries governance, fishing port logistics services, fishery science and technology, fishery resources conservation, and combating illegal fishing, so as to jointly promote the sustainable development of fisheries between the two sides.
Cooperate to establish China Antarctic scientific research logistics supply base, invite Lafang scientific research personnel to take China scientific research ship to carry out joint polar scientific research.
(12) Customs inspection and quarantine
China is willing to strengthen exchanges and cooperation between customs inspection and quarantine departments of Latin American and Caribbean countries, promote trade safety and convenience, and ensure product quality and food safety. China welcomes more Latin American and Caribbean countries to join the Smart Customs Partnership Program and the Belt and Road Customs Food Safety Cooperation Mechanism, and is willing to negotiate and sign cooperation documents with Latin American and Caribbean countries on mutual administrative assistance in customs, quarantine access for animal and plant products, mutual recognition of certified operators (AEO) and interconnection of “single windows” for international trade. Strengthen the construction of “smart customs” and food safety cooperation, and actively carry out cooperation in customs law enforcement, trade facilitation, capacity building, cargo trade statistics, animal and plant inspection and quarantine, food safety, standardization and inter-customs cooperation and exchanges.
China welcomes safe and high-quality agricultural food products from Latin American and Caribbean countries into China’s market, and is willing to establish and improve communication and cooperation mechanisms, continue to strengthen cooperation with Latin American and Caribbean countries in the import and export of agricultural food products, prevent animal and plant epidemics and cross-border spread of alien species, and promote the development of agricultural trade.
(xiii) Cooperation between trade and investment promotion agencies and business associations
China will deepen cooperation with trade and investment promotion agencies, business associations and business communities of Latin American and Caribbean countries, and use relevant bilateral multilateral and overall cooperation mechanism platforms to promote exchanges between Chinese and Latin American business communities and achieve win-win cooperation.
(XIV) Cooperation on Environmental Protection, Climate Change and Disaster Reduction
Adhere to the status of the United Nations Framework Convention on Climate Change (UNFCCC) process as the main channel in global climate governance, and fully and effectively implement the objectives, principles and rules of the UNFCCC and its Paris Agreement, especially the principles of equity and common but differentiated responsibilities. We will further consolidate and strengthen cooperation between China and Latin America under the UNFCCC process and other relevant mechanisms, actively promote consultations, exchanges and cooperation on relevant projects to address climate change, and support Latin American and Caribbean countries, especially small island States, in addressing climate change. Carry out biodiversity conservation cooperation and jointly promote the construction of a community of life between man and nature.
Deepen disaster management cooperation, actively play the role of China-Latin America disaster management cooperation mechanism, strengthen cooperation in comprehensive disaster reduction, disaster monitoring and early warning, risk assessment, disaster prevention, emergency preparedness, emergency rescue capacity building, post-disaster recovery and reconstruction, and jointly enhance disaster management capacity.
Strengthen exchanges in digital cities, green cities, sponge cities and other fields, and carry out exchanges and cooperation on coping with extreme weather and strengthening weather forecasting.
(xv) Development assistance
On the basis of fully respecting the wishes of Latin American and Caribbean countries, China will continue to provide development assistance to Latin American and Caribbean countries without any political conditions in accordance with its own financial resources and economic and social development conditions. According to the needs of Latin American and Caribbean countries, it will gradually increase the scale of assistance within its capabilities and innovate aid models, focusing on human resources development, development planning, economic policy consultation and training, infrastructure construction, agriculture and food security, poverty reduction, Climate change and humanitarian assistance.
(16) Tax cooperation
China is willing to carry out extensive and in-depth cooperation with Latin American and Caribbean countries under the framework of the Belt and Road Tax Administration Cooperation Mechanism, and looks forward to more Latin American and Caribbean countries joining the cooperation mechanism as members, strengthening communication and exchanges in tax administration cooperation and capacity building, and promoting the construction of a growth-friendly tax environment.
(XVII) Market supervision cooperation
China is willing to sign standardization cooperation documents with Latin American and Caribbean countries, deepen standardization cooperation and exchanges in key areas, and jointly promote the formulation and application of international standards. Continuously carry out standard information exchange, comparison and standardization capacity improvement.
III. Civilization Project
(i) Implementation of the Global Civilization Initiative
China is willing to work with Latin American and Caribbean countries to implement the Global Civilization Initiative, establish a civilization concept of equality, mutual learning, dialogue and inclusiveness, and carry forward the common values of peace, development, fairness, justice, democracy and freedom for all mankind. We will strengthen exchanges and cooperation in the people-to-people and cultural fields and lay a solid social foundation for China-Latin America friendship. We will implement the resolutions of the UN General Assembly and jointly promote dialogue among global civilizations at multilateral platforms such as the United Nations and promote world peace and development.
(II) Deepening exchanges and mutual learning between China and Latin America
Hold the China-Latin America Civilization Dialogue Conference. Strengthen exchanges and cooperation in the field of cultural heritage, carry out research on ancient civilizations, cooperate in combating illegal trafficking in cultural property, and promote the return of lost cultural relics to their countries of origin. Strengthen cultural and artistic exchanges, support institutionalized cooperation among cultural and artistic institutions, and promote exchanges between high-level art troupes and artists. Support bilateral and multilateral activities such as cultural festivals, carnivals and cultural roving exhibitions.
Latin American and Caribbean countries are welcome to join the Asian Cultural Heritage Conservation Alliance initiated by China as partner countries to carry out practical cooperation in various fields of cultural heritage such as ancient civilization research, joint archaeology, restoration of historical sites and museum exchanges. Strengthen cooperation in areas such as the recovery and return of lost cultural relics.
(iii) Education and human resources training
Support educational institutions and enterprises of both sides to carry out cooperation such as teacher-student exchanges, academic seminars, personnel training and joint scientific research. Strengthen human resources development, capacity building and cooperation in various fields, and continue to provide government scholarships and training places in China to Latin American and Caribbean countries. Actively carry out vocational education exchanges and cooperation such as Luban Workshop.
Support Latin American and Caribbean countries to carry out Chinese education, support institutions of both sides to jointly run Confucius Institutes and Confucius Classrooms, and set up “Chinese Workshop,””Chinese + Vocational Skills” Development Center and Local Teacher Training Center in due course. We will continue to provide Latin American and Caribbean countries with scholarships for international Chinese teachers and “Chinese Bridge” summer (winter) camps in China, as well as Chinese textbooks and teaching books.
China attaches importance to cooperation with Latin American and Caribbean countries in the field of digital education, welcomes Latin America to join the World Digital Education Alliance, and is willing to share the experience and achievements of China’s digital transformation of education with Latin America through policy dialogue and practical cooperation, so as to jointly promote the construction of a more equitable, inclusive and sustainable global digital education ecosystem.
(iv) Sports
Deepen sports exchanges and cooperation, encourage sports organizations of both sides to strengthen ties, and support friendly exchanges between athletes, coaches and sports administrators. Exchange experience in advantageous events of both sides and jointly improve sports level.
(5) Exchange and cooperation in press, publication, radio, film and television
We will strengthen dialogue and cooperation between China and Latin America in press, publication, radio, film and television, and encourage the signing of bilateral agreements on radio, film and television. Encourage program exchanges and joint production, participate in press, publication, radio, film and television festivals (exhibitions), strengthen personnel exchanges, and carry out media technology and industry cooperation. Support the media of both sides to carry out content co-construction and strengthen news exchange and cooperation between news agencies of both sides. Facilitate the exchange of resident journalists from both sides, carry out joint reporting, exchange of news and personnel training. Invite more journalists from Latin American and Caribbean countries to visit China in the short and medium term, and provide training places for scholars, media, and self-media in China. Strengthen audio-visual exchanges and cooperation between radio and television, and support the holding of “Love in China” China film and television program exhibition. Support translation of excellent TV series or audio-visual programs. Encourage powerful and influential online media from both sides to strengthen cooperation in portal development and new media capacity building. Encourage cooperation between the publishing communities of both sides and support the translation of classic works into and out of each other.
(6) Academic and think tank exchanges
Actively support China-Latin America academic research institutions and think tanks to carry out various forms of exchanges and cooperation such as subject research, academic exchanges, seminars and publication of books. Encourage universities of both sides to carry out cooperative research. China is willing to continue to run the China-Latin America Think Tank Forum, China-CELAC High-level Academic Forum, China-Latin America High-level Academic Forum and China-Latin America Development Forum well, and support the construction of China-Latin America and Caribbean Development Knowledge Network.
IV. PEACE WORKS
(i) Implementation of the Global Security Initiative
China is ready to work with Latin American and Caribbean countries to uphold a common, comprehensive, cooperative and sustainable security concept, coordinate development and security, jointly implement global security initiatives, carry out exchanges and cooperation in the field of peace and security, and jointly promote regional and world peace and stability.
China supports the Declaration of Latin America and the Caribbean as a Heping District and the Declaration of 33 Latin American and Caribbean Countries on the Establishment of a Nuclear-Weapon-Free Zone. It advocates peaceful settlement of international disputes and hot issues and opposes the frequent resort to force or threat of force.
China is ready to work with Latin American and Caribbean countries to uphold the authority of international law such as the Biological Weapons Convention and the Chemical Weapons Convention and strengthen coordination and cooperation.
(2) Military exchanges and cooperation
Actively carry out military exchanges and cooperation with Latin American and Caribbean countries, expand friendly exchanges between defense and military leaders of the two sides, strengthen policy dialogue and establish working meeting mechanisms, conduct group and ship visits, deepen professional exchanges in military training, personnel training and UN peacekeeping, expand practical cooperation in non-traditional security fields such as humanitarian relief and counter-terrorism, and strengthen military trade and military technology cooperation. Continue to organize the China-Latin America Senior Defense Forum on a voluntary basis. Latin American and Caribbean countries are welcome to attend the Beijing Xiangshan Forum.
(iii) Judicial cooperation in law enforcement
Actively promote exchanges and cooperation between law enforcement and judicial authorities of China and Latin America. Expedite the negotiation and signing of extradition treaties, judicial assistance treaties in criminal and civil matters and other judicial cooperation agreements on law enforcement. The two sides will strengthen and expand cooperation in extradition, repatriation of criminal suspects and sentenced persons, seizure, seizure and return of criminal assets, coordinate their positions in international multilateral law enforcement cooperation, and jointly combat transnational crime, terrorism and other non-traditional security threats. Deepen anti-drug law enforcement cooperation and jointly crack down on drug smuggling. Welcome Latin American and Caribbean countries to China to attend the Global Forum on Public Security Cooperation (Lianyungang).
(IV) Anti-corruption, pursuit and recovery cooperation
In accordance with their respective domestic laws and the United Nations Convention against Corruption, we will expand cooperation in the fields of anti-corruption, anti-money laundering and combating illegal capital flows, and vigorously carry out practical cooperation in the pursuit and recovery of stolen goods. Strengthen the exchange of experience and practical cooperation in the clean construction of the Belt and Road Initiative, and promote the Beijing Initiative on Clean Silk Road. Continue to hold anti-corruption seminars for Belt and Road partners and provide training places for Latin American and Caribbean countries. To explore the possibility of continuing to hold China-Canada (Belgium) anti-corruption law enforcement cooperation meetings in due course. Multilateral cooperation against money-laundering is carried out within the framework of the Financial Action Task Force (FATF), while bilateral cooperation against money-laundering is carried out through the signing of memorandums of cooperation.
5) Cybersecurity
The China government is willing to work with Latin American and Caribbean countries to build a peaceful, open, secure, cooperative and orderly cyberspace based on the principles of peace, sovereignty, co-governance and inclusiveness, establish a multilateral, democratic and transparent Internet governance system, promote the formulation of an international code of conduct for cyberspace generally accepted by all parties under the framework of the United Nations, and promote the early entry into force of the United Nations Convention against Cybercrime. Actively build a community of destiny in cyberspace. Oppose cyber hegemony and interference in the internal affairs of other countries through the use of the Internet, thus endangering their political, economic and social stability. Continue to hold China-Latin America Internet Development and Cooperation Forum.
(vi) Non-proliferation export controls
The China Government stands ready to work with Latin American and Caribbean countries to firmly safeguard the role of the United Nations as the main platform for non-proliferation governance and promote the establishment of a fair, reasonable and non-discriminatory non-proliferation export control order. Strengthen exchanges and cooperation to promote the comprehensive, balanced and sustainable implementation of UN Security Council Resolution 1540. To balance development and security and safeguard the legitimate rights of developing countries in the peaceful use of science and technology.
V. Popular Support Project
(i) Social governance and social development
China is willing to carry out exchanges and cooperation with Latin American and Caribbean countries on strengthening and innovating social governance, share and learn from governance experience, jointly promote the modernization of national governance system and governance capacity, continuously improve the socialization, rule of law, intelligence and professionalism of social governance, and maintain social stability and order and long-term stability of the country.
We will further promote exchanges and cooperation between China and Latin America in social welfare, social assistance and other social development fields, strengthen policy sharing, and promote and realize practical cooperation in providing services and assistance to special groups such as the elderly, the disabled and children, as well as urban and rural disadvantaged groups.
(ii) Poverty reduction cooperation
We will promote dialogue and exchanges between China and Latin America in the fields of rural revitalization, poverty reduction, hunger eradication and narrowing the gap between the rich and the poor, share information on poverty identification and other aspects, and share experiences in precise poverty alleviation. To carry out technical cooperation, strengthen capacity-building for poverty reduction and promote the formulation of economic and social policies benefiting the poor and vulnerable groups. Encourage and support exchanges and cooperation between relevant departments of the two sides and continue to hold China-Latin America Poverty Reduction and Development Forum. Deepen development cooperation in the field of people’s livelihood and continue to carry out “small but beautiful” projects for Latin American and Caribbean countries.
(iii) Health cooperation
China will continue to help Latin American and Caribbean countries train medical personnel, improve medical facilities, send medical teams to Latin American and Caribbean countries, and actively carry out free medical projects. Strengthen cooperation in traditional medicine between China and Latin America and carry out drug regulatory exchanges. Strengthen public health policy dialogue, deepen cooperation in the field of health, strengthen frontier health and quarantine cooperation and exchanges, support cooperation among medical and health institutions at all levels, and support sharing of best practices in disease prevention and control and infectious disease prevention and control.
(iv) Consular cooperation
We will strengthen and expand exchanges and cooperation between the consular departments of China and Latin America, make good use of the consular consultation mechanism, and earnestly safeguard the security and legitimate rights and interests of citizens and institutions of China and Latin America in each other’s countries. China adheres to a high level of opening to the outside world and will continuously improve the level of facilitation of personnel exchanges between China and Latin America.
(v) Tourism cooperation
Hold the “China-Latin American and Caribbean Countries Tourism Dialogue”. Encourage tourism agencies and enterprises in China and Latin America to promote tourism resources and products to each other, expand tourism cooperation, and jointly support travelers to visit each other’s countries and participate in tourism exhibitions. Explore the introduction of more facilitation policies to promote two-way tourism, support and encourage airlines of both sides to carry out various forms of business cooperation such as code sharing, and open flights between China and Latin America according to market demand. Strengthen dialogue and cooperation between consumer protection departments of both sides, focusing on protecting the consumer rights of international tourists.
(6) Civil and local exchanges
We will encourage people-to-people exchanges between China and Latin America and support social organizations to carry out friendly exchanges and public welfare activities in various forms. We will promote exchanges between government youth agencies and youth organizations of the two sides, and continue to hold programs such as the China-Latin America Youth Summit, the China-Latin America Youth Leaders Training and Exchange Camp, the China-Latin America Youth Development Forum, and the Latin American and Caribbean Diplomats Visiting Group. Deepen friendly cooperation between women’s organizations of both sides and jointly promote gender equality and women’s empowerment. Encourage social forces of both sides to cooperate in disaster prevention and mitigation, health promotion and livelihood development at the grass-roots level, so as to enhance the capacity of local communities to resist disasters and develop comprehensively.
We will continue to hold China-Latin America Civil Friendship Forum and China-Latin America Local Government Cooperation Forum, and encourage the establishment of more sister cities, provinces and states. Promote the establishment of a China-Latin America local government dialogue mechanism led and supported by the governments of China, Latin America and the Caribbean, entrust the China People’s Association for Friendship with Foreign Countries and relevant institutions with government background in Latin America to jointly organize, and help the exchanges and cooperation between the local governments of China and Latin America to a new level.
